State or Federal?
The AHSC Program funds land-use, housing, transportation, and land preservation projects to support infill and compact development that reduce greenhouse gas (GHG) emissions. The Program will provide grants and/or loans that will achieve GHG emission reductions and benefit disadvantaged communities by increasing accessibility of affordable housing, employment centers, and key destinations via low-carbon transportation. Three project areas have been designated: Transit Oriented Development Project Areas; Integrated Connectivity Project Areas; and Rural Innovation Project Areas. Eligible activities include: affordable housing developments, housing-related infrastructure; sustainable transportation infrastructure; transportation-related amenities; and program costs (including active transportation, transit ridership, or air pollutant reduction programs).

Academic Institutions, K-12 School Districts, K-12 Schools, Local Public Agencies, Nonprofit Organizations, Private Corporations
Eligibility Notes
Eligible applicants include local government, public housing authorities, redevelopment successor agencies, transit agencies or transit operators, Regional Transportation Planning Agency (RTPA), local Transporttion Commissions, Congestion Management Agencies, Joint Powers Authority (JPA), school districts, university or community college districts, and developers or program operators.

Applicants must submit a concept proposal for review and evaluation. HCD will invite selected applicants to submit a full application based on the ranking of concept proposals.

Total Amount Available for All Grants
Competition Notes
Fifty percent of available funds are set aside for Affordable Housing Developments, and 50 percent of available funds are set aside for projects benefitting Disadvantaged Communities.
