Summary

The intent of this Request for Applications (RFA) is to expand California State Preschool Program (CSPP) services statewide with an emphasis on full-day/full-year services. To expand CSPP services, this RFA funding opportunity is available to existing CSPP contracted agencies, to existing contracted agencies that do not have a CSPP contract, or to new agencies without Early Learning and Care Division (ELCD) program contracts. These funds are intended to increase the availability of CSPP services to eligible children. In accordance with existing law, priority will be given to applicant agencies that will be serving the highest percentage of 4-year-old children. Funding preference shall be provided to underserved areas as identified by the Local Child Care and Development Planning Council (LPC).

Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies. $110 million is available for local educational agencies (LEAs), $2 million is available to non-LEAs.

Competition Notes

For LEAs: Funding will be allocated by county and, within each county by Local Planning Council priority order. Awards will be made in the following order: 1. By those LEA applicants providing full-day/full-year services, highest passing score first. 2. By LEA and non-LEA applicants providing part-day/part-year services, highest passing score first.

For non-LEAs: Funding will be allocated by county, and within each county by LPC priority area, highest passing score first.
