This program provides funding for both small and large projects that address critical freight issues facing highways and bridges on the National Highway System.

The FASTLANE program provides an opportunity to address significant challenges across the nation’s transportation system including improving the safety, efficiency, and reliability of the movement of freight and people; generating national or regional economic benefits and increasing global competitiveness; reducing highway congestion and bottlenecks; enabling more efficient intermodal connections; minimizing delays at international borders; modernizing port facilities; enhancing the resiliency of intermodal infrastructure and helping protect the environment; and addressing the impact of population growth on the movement of people and freight.

The program also offers resources to improve mobility through added capacity on the Interstate or address needs in a national scenic area. Additional consideration is given to nationally or regionally significant multimodal and multijurisdictional projects.

Local Public Agencies, Native American Tribes, State Government
Eligibility Notes
Eligible applicants are states or groups of states; metropolitan planning organizations that serve an urban area of more than 200,000 people; units of local government; political subdivisions of state or local government, special purpose districts with a transportation function; federal land management agencies and multistate or multijurisdictional groups of public entities.

Each applicant in a joint application must be an eligible applicant in itself.

Applicants must provide at least 40 percent of project costs. Total federal assistance for funded projects may not exceed 80 percent of project costs.

The minimum award for a large project is $25 million. Ninety percent of available funds are reserved for large projects.

The minimum award for small projects is $5 million. Ten percent of available funds are reserved for small projects

At least 25 percent of available funds will be allocated for projects in rural areas.
