State or Federal?
The Quality Rating and Improvement System (QRIS) Block Grant allocates funds to local consortia for support of local early learning QRIS that increase the number of low-income children in high quality state preschool programs that prepare those children for success in school and life. The California State Superintendent of Public Instruction will base funding on the number of California State Preschool Program (CSPP) slots in the county or region.

Academic Institutions, K-12 School Districts, K-12 Schools, Local Public Agencies, Nonprofit Organizations
Eligibility Notes
Eligible applicants are institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies. Applicants must be a part of a local QRIS consortium; Partnerships and Signatures of Consortium Participants are required; Consortia must implement a QRIS incorporating the Quality Continuum Framework; Consortia must use a shared Tiered Rating Matrix; Consortia must set targets to improve the quality of state preschool programs.

Competition Notes
There is no minimum or maximum grant amount for each grantee. Funding for applicants is determined based on the highest October CSPP enrollment data per county of the approved applicants. Applicants with CMIG contractors within the consortia boundaries receive additional funds based on the highest month of CMIG attendance of the previous 12-months.The consortium grant amount may also vary from year to year based on the number of CSPP enrollment, CMIG attendance, and approved applicants.

An intent to award announcement is anticipated for September 14, 2018.
