This grant funds the development and implementation of place-based transformative climate plans that include multiple, coordinated greenhouse gas (GHG) emissions reduction projects that provide local economic, environmental, and health benefits to disadvantaged communities. Projects must address: reductions in GHG emissions, public health and environmental improvement, and expanded economic opportunity. Implementation Grants will support multiple, coordinated projects that reduce GHG emissions and achieve other community benefits. Applicants must select Project Types that align with their goals and meaningfully address important community needs within the Project Area. Eligible Project Types fall into two categories: 1. California Climate Investment Funding Eligible that have approved GHG quantification methodologies, and benefits; and 2. Non-CCI Project Types that lack GHG quantification methodologies and must be paid for with other funding sources. Priority will be given to Proposals that include additional, innovative Non-CCI Project Types that reduce GHG emissions, achieve public health and environmental benefits, and expand economic opportunity and shared prosperity.

Eligibility Notes
Eligible applicants may include community-based organizations, local governments, nonprofit organizations, philanthropic organizations and foundations, faith-based organizations, coalitions or associations of nonprofit organizations, community development finance institutions, community development corporations, joint powers authorities, and/or tribal governments. Eligible applicants must form a Collaborative Stakeholder Structure to develop and submit one application based upon a shared vision, and must submit with the application a Memorandum of Understanding signed by the Lead Applicant and all Co-applicants that describes governance and organization of the Collaborative Stakeholder Structure.

Applicants must provide 50 percent match through cash or in-kind contributions. Projects/activities must be included in the California Climate Investment program list. Eligible match funds include federal, state, and private funding sources.

Three awards will be made for this program: City of Fresno, a minimum of $70,000,000; City of Los Angeles, a minimum of $35,000,000; and city to be determined, the remaining funds (up to $35,000,000).
