This grant funds the development of place-based transformative climate plans that include multiple, coordinated greenhouse gas (GHG) emissions reduction projects that provide local economic, environmental, and health benefits to disadvantaged communities. Projects must address: reductions in GHG emissions, public health and environmental improvement, and expanded economic opportunity. The Planning Grants are intended to fund planning activities in disadvantaged communities that may be eligible for future TCC Implementation Grants or other California Climate Investment programs. Planning activities should focus on responding to planning issues or priorities that directly benefit vulnerable communities, and that are defined either within an existing regional or local plan or further the development of an area eligible to apply for a future TCC grant.

Eligibility Notes
Eligible Applicants include cities, counties, metropolitan planning organizations, joint powers authorities, regional transportation planning agencies, councils of government, or combinations thereof. The SGC strongly encourages submittal of proposals that demonstrate a commitment from multiple organizations. There must be at least two (2) joint Partners on the project.

Competition Notes
Applications for planning grants will be evaluated on program objectives that meet transformative requirements and organizational capacity. Priority in scoring will be given to applicants that are able to demonstrate strong and diverse partnerships, including with community-based organizations and other stakeholders.
