Applicants must provide 20 percent of the total Victims of Crime Act (VOCA) funds and 25 percent of the total Violence Against Women Act (VAWA) funds via cash and/or in-kind matching contributions.

State penalty assessment funds may be used to meet the matching requirements. State funds used as a match for VOCA funds must be used to provide direct services to crime victims.
