Summary

The Water Infrastructure Finance and Innovation Act (WIFIA) program’s mission is to accelerate investment in our nation’s water and wastewater infrastructure by providing long-term, low-cost, supplemental credit assistance under customized terms to creditworthy drinking water and wastewater infrastructure projects of national and regional significance. Loans offer borrowers access to specialized terms to match the needs of the project. Eligible projects include: wastewater projects, drinking water projects, energy efficiency projects for public water systems, projects for repair or replacement of community water systems, desalination projects. drought mitigation projects, and a combination of eligible projects.

Local Public Agencies, Native American Tribes, Nonprofit Organizations, Private Corporations, State Government
Eligibility Notes

Eligible applicants include corporations; partnerships; joint ventures; trusts; federal, state, or local government; tribal governments; state infrastructure financing authorities.

Municipal governments may apply jointly under one application with a common security pledge.

Due Date Notes

EPA will collect LOIs in two selection rounds in FY 2017. The first LOI submittal period will begin on January 10, 2017, and end at midnight in the time zone of the prospective borrower on April 10, 2017. The second LOI submittal period, if needed, will begin on August 1, 2017 and end at midnight in the time zone of the prospective borrower on September 29, 2017.

Competition Notes

The funding agency will use 15 percent of its budget authority for small communities that serve a population of less than 25,000. The minimum project size for a small community is $5 million. The minimum project size for a large community is $20 million.
