Summary
Proposition 1 was passed by voters in November 2014 and provided $900 million for a Groundwater Sustainability Program (Assembly Bill 1471, Chapter 10). The State Water Resources Control Board (State Water Board) will administer $800 million to prevent and cleanup contamination of groundwater that serves (or has served) as a source of drinking water. The funds are available as grants.

Eligibility Notes
Eligible applicants are public agencies, 501(c)(3) non-profit organizations, Native American tribes, public utilities, and mutual water companies. Eligible projects (planning and implementation) will prevent and clean up contamination of groundwater that serves (or has served) as a source of drinking water. The project must achieve at least one or more of the following objectives: – Prevent the spread of contamination – Accelerate the cleanup of contaimination – Protect aquifers that serve as a source of drinking water – Provide clean drinking water to disadvantaged communities (DACs) or economically disadvantaged areas (EDAs) Eligible projects must also be identified as high priority by regulatory agencies, demonstrate funds available for match requirements and long term operation and maintenance, and have a useful life of at least 20 years.
