Summary

The QRIS Block Grant RFA will be allocated to local consortia for support of local early learning QRIS (Quality Rating and Improvement System) that increase the number of low-income children in high quality state preschool programs that prepare those children for success in school and life. Proposition 98 funds in the amount of $50 million are appropriated for the purpose of allowing a consortium to give a site QRIS block grant to the California State Preschool Program (CSPP) sites rated at a quality level of Tier 4 or higher and to raise the quality of CSPPs not yet at Tier 4.

The California State Superintendent of Public Instruction will base funding on the number of California State Preschool Program (CSPP) and California Migrant Child Care and Development Program (CMIG) slots in the county or region. Each year’s grant award will depend on the availability of CSPP–CMIG QRIS Block Grant funds allocated in the state budget. The CSPP–CMIG QRIS Block Grants are ongoing, but in order to be considered for the grant, applications must be submitted and re-approved each year. Ongoing funding is not guaranteed to grantees.
