The purpose of the California Tribal Grants to Reduce Tobacco-Related Disparities is to address commercial tobacco-related disparities affecting the American Indian population by directly funding California Tribal Governments and Tribal Government Agencies. This Request for Application (RFA) seeks to fund Tribal Governments to reduce commercial tobacco-related health disparities in American Indian communities through tribal approaches focused on commercial tobacco use prevention and reduction, collaboration, and community engagement. Applicants are required to build capacity and skills among Tribal Members to adopt and implement tobacco use prevention and reduction policy and systems change interventions. This includes educating, engaging and mobilizing Tribal community members to to work on tobacco control campaigns within each Tribe. Applications must address one of the following goal areas: 1) Limit Tobacco Promoting Influences; 2) Reduce Exposure to Secondhand Smoke, Tobacco Smoke Residue, Tobacco Waste, and Other Tobacco Products; 3) Reduce the Availability of Tobacco, including Emerging Products; and 4) Promote Tobacco Cessation. Tribal government applicants that operate health and/or dental clinics may propose a tobacco cessation-only objective; however, no more than 10 percent of the proposed budget may be directed towards the provision of direct cessation services (e.g., cessation classes). Additionally, grant funds may not be used to pay for pharmacotherapy such as nicotine replacement therapy.
