Summary

Human trafficking is defined as the control of a person, through force, fraud, or coercion, for the purpose of commercial sex and/or labor.

The purpose of this program is to help human trafficking victims recover from the trauma they have experienced and to help them reintegrate into society by providing safety and supportive services. Services to be provided include a 24-hour crisis hotline, emergency shelter, temporary housing, emergency food/clothing, counseling, referrals to existing community resources, transportation, and legal assistance.

Case management for victims and their children must be provided using a trauma-informed and culturally sensitive methodology by staff who qualify as human trafficking caseworkers.

Eligibility Notes

Active nonprofits that have at least one human trafficking caseworker, provide housing assistance and counseling to victims, and have support from community partners are eligible. Grantees must have operational agreements with local agencies, including law enforcement, district attorney’s offices, victim witness programs, domestic violence service providers, sexual assault service providers, and community-based organizations that work with human trafficking victims. Grantees must have existing or new projects that are supported by the funding agency that serves human trafficking and must be able to demonstrate a system of coordination and networking.

A proposal must receive a minimum to 370 points (out of a total 740 possible points) to be eligible for funding.
