Summary

This program supports the nation’s transit fleet in transitioning to the lowest polluting and most energy-efficient transit vehicle technologies. Funding will support the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities. The program also supports the deployment of U.S. made transit buses that have been largely proven in testing, but are not yet widely deployed. The transition to low-polluting, energy-efficient transit is intended to reduce local air pollution and direct carbon emissions,

Eligibility Notes

Applicants may submit a proposal in partnership with other entities that intend to participate in the implementation of the project, including vehicle manufacturers, equipment vendors, and owners or operators of related facilities.

Match Notes

Applicants must provide nonfederal cash or in-kind match:
At least 15 percent of the total transit bus cost,
At least 10 percent of the net project cost of equipment or facilities.
Cash match can be obtained from: non-governmental sources, revenues derived from sale of advertising and concessions, amounts received under a service agreement with social service agency or private social service organization, replacement or depreciation cash fund or reserve.
Transportation development credit or documentation of in-kind match will be considered to meet the matching requirements.

Competition Notes

Applicants are encouraged to consider scaling projects in increments of one or two transit buses in case funding is insufficient to support the total requested amount.

Proposals will be evaluated according to: demonstration of need, demonstration of benefits, planning and local/regional prioritization, local financial commitment, and technical, legal, and financial capacity.
